This could be happening because the location is already in the system, but has been deactivated.
If you are experiencing an error or any issues adding a location, it's possible that the location ID already exists in the system and is tied to a deleted/deactivated location.
This issue tends to crop up when admins are adding in location IDs by hand instead of using the "Generate Identifier" button. System administrators will get the error message "Error Occurred Saving Data".
If you receive this message, try using the "Generate Identifier" button to generate a unique location ID. This should solve the issue if the issue is related to a location identifier being duplicated.
